Cape Town Declaration on Inclusive Insurance | 4 December | Cape Town, South Africa
The Access to Insurance Initiative (A2ii) held the Inaugural Meeting of the Cape Town Declaration on Inclusive Insurance on 4 December 2024. This landmark event gathered representatives from 26 countries, collectively representing over 3 billion people, underscoring the widespread global commitment to inclusive insurance.
The meeting also received strong support from prominent experts in sustainable development and inclusive insurance, including Jeffrey Sachs, Ekhosuehi Iyahen, and Tomás Soley Pérez, whose endorsements highlighted the critical importance of the Declaration's goals in fostering financial protection for vulnerable populations. The short video below gives you a glimpse of the energy and collaboration that filled the room.
The inaugural meeting marks a pivotal moment in the journey towards a more inclusive and sustainable insurance landscape. The A2ii will focus on translating the Declaration’s objectives into concrete actions, with stakeholders collaborating over the next six months to bring the vision to life.
In a next step A2ii will present and discuss a concrete process design for the Declaration in two separate meetings on March 5 and March 6. If supervisors from jurisdictions that have not been present in Cape Town are Interested, they may stil join these meetings and the discussion. A2ii at IAIS Annual Conference | 5-6 December | Cape Town, South Africa
The A2ii participated in the IAIS Annual Conference held in Cape Town, on December 5-6, 2024. Matthias Range, Executive Director of A2ii, was a speaker at a Roundtable among others on "Non-life: what developments are we seeing in the property and casualty (P&C) markets and what do these mean for achieving the SDGs?". On 6 December, Asmaa Jabri represented A2ii in a session on financial inclusion and the fair treatment of diverse consumers, further highlighting the organization’s dedication to fostering equitable access to insurance.
IAIS Annual Conference – Roundtable on Capacity Building
On December 6, A2ii participated in a series of roundtable discussions on “Capacity Building” during the IAIS Annual Conference. These sessions, moderated by Siham Ramli (Vice Chair, IAIS ExCo and Director of Communication and International Relations at the Autorité de Contrôle des Assurances et de la Prévoyance Sociale, Morocco), provided a collaborative platform for knowledge exchange.
The roundtable sessions took place twice, from 11:00-12:15 and 13:00-14:15 SAST, and included contributions from several leading organizations, such as: Toronto Centre, CGAP, Financial Stability Institute (FSI), International Insurance Association (IIA), International Monetary Fund (IMF), Insurance Development Forum (IDF) and Access to Insurance Initiative (A2ii).
Each organization presented its core capacity-building offerings, followed by a Q&A session with the audience. Teresa Pelanda and Laura Moxter Morales presented A2ii´s Learning Delivery Formats and Modalities, as well as the diverse range of topics covered, including the highly valued labs designed to support insurance supervisors.
A2ii at the Operating Committee Forum Meeting 2025 | 29-30 January | London, United Kingdom
Matthias Range, Executive Director of A2ii, participated in the IDF Insurance Development Forum as member of the Operating Committee, which took place on January 29–30, 2025, in London, United Kingdom. The meeting focused on sharing insights into the updated IDF vision and strategy, discussing the challenges and opportunities facing working groups, and planning advocacy efforts for the upcoming year.

A2ii at NAIC 2025 Spring National Meeting | 23-26 March | Indianapolis, IN, USA
Siham Ramli, Vice Chair of the IAIS Executive Committee, and Matthias Range, Executive Director of A2ii, will participate in the NAIC 2025 Spring National Meeting, which will be held from March 23 to 26, 2025, in the USA.
On behalf of the National Association of Insurance Commissioners (NAIC), the meeting will feature the Commissioners’ Roundtable and the Life Insurance and Annuities (A) Committee on March 24, 2025.
A2ii at ASSAL 2025 Annual Conference | 26-28 March | Buenos Aires, Argentina
The A2ii will participate in the High-Level Meeting and Annual Conference, scheduled to take place from 26 to 28 March 2025 in Buenos Aires, Argentina. This event will be organized by the Financial Stability Institute (FSI), the Superintendencia de Seguros de la Nación (SSN), the International Association of Insurance Supervisors (IAIS), and the Asociación de Supervisores de Seguros de América Latina (ASSAL).
A2ii’s Regional Coordinator, Regina Simoes, will be presenting at Session 5: “NatCat and Parametric Insurance. Sandboxes (Success Stories) and Other Tools for Their Implementation” on the 26th of March.
Staff Updates
Eleanor Macheso
Having recently completed a Master of Science in Peace and Development Work at Linnaeus University, Eleanor joined the A2ii Secretariat as an Intern in January 2025. She is an experienced Program Development and Resource Mobilization professional with a strong background in the non-profit and development sectors. She has previously contributed to organizations like the World University Service of Canada and Defy Hate Now, focusing on strategic resource mobilization, program implementation and communication.
FeMa-Meter Tool
Globally, women constitute the majority of the uninsured population and are underrepresented in insurance policymaking and supervision, which exacerbates their access challenges. To address these issues, A2ii launched the FeMa-Meter on 8 March.
This toolkit collects and reviews sex-disaggregated data to analyse gender differences in insurance indicators. Piloted in Argentina, Lesotho, Pakistan, and Zambia, it has proven to be an effective tool for collecting sex-disaggregated data.

Insurance Core Principles Self-Assessment Tool
Have you tried the SAT tool yet? The Insurance Core Principles Self-Assessment Tool is a joint initiative of the IAIS and the A2ii designed to facilitate the assessment of the level of observance of the ICPs. Leveraging the analytical framework of the Peer Review Process, it empowers supervisors to evaluate adherence to these essential principles.
How it works:
Supervisors can access the tool through the dedicated platform. Once on the platform, they can navigate through a series of questionnaires tailored to each ICP.
The questionnaires are crafted to cover various aspects of each principle, providing a comprehensive evaluation framework. Supervisors can respond to these questions based on their assessment of their jurisdiction’s practices and policies.
Upon completing a questionnaire, supervisors receive immediate feedback. These results offer insights into the level of observance of the assessed ICP, enabling supervisors to identify strengths, weaknesses, and areas for improvement.
We encourage all supervisors to explore this resource and its potential to drive positive change within the insurance landscape.
