A2ii-IAIS Supervisory peer exchange on e-signatures and digital onboarding
This supervisory peer exchange meeting will explore the topic of electronic signatures (e-signatures) and digital onboarding in the insurance sector. Insurance supervisors will discuss the legal and regulatory framework surrounding the use of e-signatures, how recent digital transformations have impacted traditional onboarding practices and requirements such as advice and policy issuance, as well as arising issues for the supervisor, firms and consumers.
Call background: Over the last few years, e-signatures have emerged as a key enabler for seamless digital insurance services. The importance of this has been reinforced amidst the pandemic, where insurance supervisors, insurance firms and consumers have had to abruptly adjust to enabling and using online financial services. For jurisdictions that have the requisite legal frameworks and digital capabilities, the transition has been manageable. However, this remains a challenge in some jurisdictions, particularly where the insurance industry is still largely paper-based and insurance consumers have lower digital or financial literacy. Responding to discussions at the recent IAIS Emerging Markets and Developing Economies meeting, the purpose of this ad-hoc peer exchange meeting is to connect insurance supervisors who are currently dealing with this issue, and facilitate the sharing of experience and lessons learnt. We highly encourage insurance supervisors to participate, share, and put forth questions to the group.
