A2ii and UNCDF launch index insurance trainings for supervisors and other stakeholders
The Access to Insurance Initiative (A2ii) and the United Nations Capital Development Fund (UNCDF) are delighted to announce the launch of two self-directed training programs on index insurance aimed at empowering insurance supervisors and other stakeholders of index insurance market development.
The training for supervisors – Leading to a Certificate of Completion
Seven comprehensive modules feature practical case study exercises, country examples, toolkits and an array of external resources. The modules are designed to support the following learning outcomes:
- Define different index insurance product categories and understand product testing and distribution options.
- Understand the roles of government and non-government stakeholders.
- Analyse consumer protection through product oversight and intermediary and distribution channel requirements.
- Integrate prudential supervision and supply-side guidelines.
- Apply best practices for operations, considering digitisation, distribution, reinsurance, and tax.
This training is hosted on the A2ii learning platform for supervisors. To get started, create your Connect.a2ii account here. For supervisors who are already Connect.A2ii members, you will find this training in the catalogue.
In the fast-developing insurance landscape, this training is an indispensable resource for supervisors seeking to stay ahead and make informed decisions. Capacity building is especially beneficial for emerging economies, where the growth and development of index insurance markets can contribute to climate and disaster risk resilience and broader financial inclusion.
Peter Braumueller, Chair of the A2ii Governing Council
The training for other industry stakeholders – This program is publicly available and does not lead to a certificate of completion.
The training is a comprehensive resource for all stakeholders in index insurance market development, particularly in emerging economies. The learning outcomes for this training include:
- Define different index insurance product categories and understand product testing and distribution options.
- Understand the different technical considerations for product design, reserving, reinsurance and solvency.
- Understand the roles of government and non-government stakeholders.
- Analyse consumer protection through product design and intermediary and distribution channel requirements.
- Apply best practices for operations by considering digitisation, distribution, reinsurance, and tax.

UNCDF is excited to partner with A2ii in developing the two frontier online trainings on index insurance for supervisors and practitioners. Index insurance as an instrument for building climate risk resilience has been validated by several markets. These trainings will act as a foundation for anyone wanting to learn more about index insurance and provide them with a tool to develop (insurance) products that will help individuals recover faster from losses and damages caused due to disasters”
Henri Dommel, Director, UNCDF
Both programs are based on the paper "Index Insurance Best Practices for Insurance Regulators and Practitioners in the Pacific Island Countries," co-published by A2ii and the UNCDF in 2022.
